2023 WVAMPO Goals and Objectives

Goal 1: Improving and Refining STIP/TIP Coordination (Bylaws purposes 3 and 6): Through collaborative efforts amongst the Federal Highway Administration (FHWA)-WV Division, West Virginia Department of Transportation (WVDOT), and statewide Metropolitan Planning Organizations (MPOs), improve consultative process for the Statewide Transportation Improvement Program (STIP) and Transportation Improvement Program (TIP) in support of a coordinated metropolitan transportation planning process.

  1. Objective: Develop a consultative process in support of improving the dissemination of information for the Statewide Transportation Improvement Program (STIP) and Transportation Improvement Program (TIP) to statewide MPOs.

  2. Objective: Continually review the WVDOT STIP & TIP Operating Procedures.



Goal 2: Improve the Facilitation of the 3C Planning Process (Bylaws purposes 1 and 6): Develop consensus and provide a unified voice among the statewide MPOs to aid in the facilitation of the 3C planning process (continuing, comprehensive, and cooperative), in support of local, state, and national transportation initiatives. Identify specific issues which impact or may be anticipated to impact statewide MPOs.

  1. Objective: Develop and establish a written consultative process to guide project programming for equitable, population-based funding programs, i.e., Carbon Reduction Program (CRP) and Surface Transportation Block Grant (STBG) Program.

  2. Objective: Establish working groups or committees, as needed, to address specific statewide metropolitan transportation planning issues as they may arise.
